<p>The dream was straightforward. World peace would have to come via world government. To that end, a five-point document was presented to men of high political standing – men who shaped foreign policy, who wielded power in the top universities, who commanded industry, who represented the most influential organizations and the most enlightened social circles of the day. Men who personally knew presidents and prime ministers; indeed, for some the White House <em>was their house</em>.</p>
<p>The year was 1912. Calls for “world government” precede that date, but the fact that we find much discussion today regarding “global governance” and the need for an “international political authority” – one hundred years removed from 1912 – demonstrates the continuum of a “big idea.”</p>
<p>Now, this century-old five-point statement wasn’t lengthy. Rather, it laid out the skeletal structure for world administration in only a few paragraphs. Today, this text would probably be described as a visioning document. Even now these five points are considered fundamental to a new global order.</p>
<p>1.     A world judicial system.<a href="www.forcingchange.org"><img class="alignright  wp-image-508" title="Global ripple" src="http://forcingchange.files.wordpress.com/2012/02/shutterstock_79334281-global-interdependence.jpg?w=211&#038;h=162" alt="" width="211" height="162" /></a></p>
<p>2.     An international parliament or congress.</p>
<p>3.     World laws.</p>
<p>4.     A global military force.</p>
<p>5.     Security architecture to ensure compliance under an international protectorate.</p>
<p>The person making the presentation was William C. Gannett, a Unitarian minister well connected in progressive New York circles. And the setting was the World Peace Foundation, an organization dedicated to international order, and at the time comprised of politically elite board members. The foundation was also a recipient of Carnegie funding, and personnel interlock existed between the World Peace Foundation and the Carnegie Endowment for International Peace. Today, the World Peace Foundation is still operational.</p>
<p>The following text by Gannett was extracted from the 1912 World Peace Foundation pamphlet, <em>International Good-Will as a Substitute for Armies and Navies</em>.</p>

<blockquote><p>The organization of the world in relations of peace and good-will! It is no longer a dream, it is a beginning. More than in any other specific direction, I said, we are looking toward the Hague to discern that beginning. But, looking from the Hague Conference onward, we think we can see clearly five steps in the coming organization:</p>
<p>- First. The International Court of Arbitral Justice, already existing in embryo, and even in that condition with six international quarrels settled by it; but not such a court as now, summoned with difficulty and only at pleasure of disputants, &#8211; not that, but one in permanent session, with regular judges, and easy of access. The nations, meanwhile, are making treaties of pledge with each other to refer to its final adjudication their questions of difference, &#8211; even those involving ‘honor and vital interests,’ if President Taft has his way. All blessings upon him! Between the two Conferences already held thirty-three separate treaties of ‘obligatory’ arbitration for certain classes of dispute were registered, and two of these made by Denmark, one with the Netherlands, one with Italy, stipulated arbitration for all differences without exception. Little Denmark was six years ahead of our big President. By the end of 1909 the number of arbitral agreements had grown to two hundred and eighty-eight. (I quote Ambassador Hill, who was part of the events he describes in his new book called ‘World Organization and the Modern State.’)</p>
<p>Second. An International Congress, like the present Interparliamentary Union, but official, with regular session, and with members delegated by the nations to represent them; its work to be the discussion and shaping and recommendation of measures that make for the commonweal of the world.</p>
<p>Third. A Code of International Laws, gradually evolving from the decisions of the International Court and the recommendations of the International Congress. Mr. Hill reminds us that ‘the price of a single battleship has never yet been expended by all the nations of the earth combined for the judicial organization of peace.’ Folly? Yes; and what in such matter was folly yesterday and insanity to-day is to-morrow criminality. If ten Powers &#8211; England, France, Germany, Russia, Austria, Italy, the United States, the South American Republics as a group, China, Japan &#8211; were to contribute each one tenth of a battleship’s cost to endow at The Hague the Arbitral Court of the Nations and a Commission on the Codification of World Law, that one-tenth apiece would save whole fleets of battleships on the seas, and promote more happiness on the earth than probably any other million which any of those nations ever has spent, or could spend today.</p>
<p>Forth. The Establishment of an International Police, &#8211; an international army and navy, with constituents furnished by nations in league for the purpose; at first by a few, and then by more; at first having very limited and then with widening function, all under treaty arrangements. A police system is needed by the world, and, until something international of the kind is created, it is hard to see how, with the nations under present conditions of distrust, disarmament on any large scale can be effected. It may not be so far off as we think, the day for this international police in place of the separate armies and navies with their ruinous cost. Even Sir Edward Grey, in responding to President Taft’s proposal, ventured to predict it. One or two hundred policemen, with three or four courts and a jail, are enough to represent all the force-element necessary to maintain justice in huge communities of hundreds of thousands of citizens. Peace rules between them, order is kept, the rogues are awed, the criminals are held at bay, and measures for the common good are carried out, because the public opinion of the whole community is back of the tiny blue-coat army that wears the buttons and carries the night-stick of authority. A small army, a small navy, with the united strength of the great Powers behind them, would insure national protection and the world’s peace more effectively, and with incomparably less cost to humanity, than the rival armies and navies that now strut and sidle and growl and dare each other to cross the boundary lines.</p>
<p>Fifth. An International Protectorate; that is, the employment of the joint public opinion of the nations thus organized, and, when necessary, employment of the International Police, as a Protectorate against national crimes. Under such a Protectorate we may look for a great extension of three international methods of maintaining peace in the world, &#8211; Mediation, Intervention, and the Neutralization of nations and territories.</p>
<p>Call this a dream, if you will. The soldiers will. Half the diplomats will. Politicians will, unless they are statesmen. Many, not all, of the business men will. Most of us will. But some of us will add, ‘A dream that is even now beginning to come true, and which the twentieth century will carry far toward fulfillment.’ The years will decide.</p></blockquote>

<p>Hanging in my office is an &#8220;Anti-Stress Therapy&#8221; sign: &#8220;Bang Head Here.&#8221; It was a Christmas gift from my daughter. If I knew it would have helped, I would have gladly &#8220;banged away.&#8221; For you see, I&#8217;ve had a crazy time writing this latest issue of <a href="http://www.forcingchange.org"><em>Forcing Change</em></a>. Three solid weeks of intense struggle with writing block have left me feeling wiped-out. This had to be one of the toughest editions to pen so far.</p>
<h1><em><strong><img class="alignright size-medium wp-image-497" title="file_6_1-1" src="http://forcingchange.files.wordpress.com/2012/02/file_6_1-1.jpg?w=214&#038;h=300" alt="" width="214" height="300" /></strong></em></h1>
<p>It wasn&#8217;t that the information I had to work with was thin or superficial. Quite the opposite. I had too much data; annual reports and tax returns, memorandum, autobiographies, Congressional findings, historical texts, and various articles and essays. It didn&#8217;t help that the subject matter resides in the midst of a complex web of political and social issues &#8211; including education, propaganda, psychology, and foreign affairs. And researching something this big meant more than just &#8220;reading a book or two.&#8221; Good research <em><strong>always</strong></em> requires substantially more; It means cross-referencing name lists and project threads, digging into personal backgrounds, searching for definitions, exploring the historical context, and wrestling with ideological nuances and conflicting perceptions. When all of this was done, I realized I could never do the topic justice, nor would I be able to insert enough caveats or explanatory notes.</p>
<h1><em><strong><em><strong><a href="www.forcingchange.org"><img class="alignright  wp-image-495" title="January 2012 Cover" src="http://forcingchange.files.wordpress.com/2012/02/january-2012-cover1.jpg?w=257&#038;h=333" alt="" width="257" height="333" /></a></strong></em></strong></em></h1>
<p>Alas, I wrote much, deleted much, re-wrote, and then&#8230; where&#8217;s that red metallic sign?</p>
<h1></h1>

From the era of Woodrow Wilson and Andrew Carnegie, to the findings of a special Congressional committee in the mid-1950s, to my own experience at Global Governance 2002 &#8211; and all the way to Hilary Clinton at the Council on Foreign Relations and the mass protests of the Occupy Movement &#8211; this edition tackles the &#8220;elite&#8221; change peddlers who have done more to shift our society than we realize. Welcome to the interlocking world of major foundations, think-tanks, government, and the malleable public mood. It&#8217;s about how the <em>influence industry</em> has shaped society in a way that causes so many people &#8211; your neighbors and friends, your government and schools &#8211; to accept a global transformation worldview. Of special note is the chart on page 10, and the explanation of the &#8220;feedback-loop&#8221; on page 11.</p>

			<content:encoded><![CDATA[<p>January was a tough month in terms of writing. Here&#8217;s a brief breakdown of how our month went.</p>
<p><span style="text-decoration:underline;">Professionally:</span></p>
<p>- I hate writer&#8217;s block! For weeks I banged my head against the wall as I tried to pull together the January issue of <em><a href="http://www.forcingchange.org">Forcing Change</a></em>. Alas, as the month came to a close, I was able to bring this edition together &#8211; an examination of the interlock between progressive foundations, think tanks and government, and how this impacts a malleable public. It&#8217;s on the <a href="http://www.forcingchange.org"><em>Forcing Change</em></a> website now! My head still hurts.</p>
<p>- I hosted a radio show for the first time! Mid-point in January, when I was on Constance Cumbey&#8217;s <em>My Perspective</em>, she asked as the program wrapped up if I would run the show the following week as she couldn&#8217;t be on the air. It was challenging in its own way, but a good experience. I was also a guest on three different shows.<em><br />
</em></p>
<p><em>1. On The Wall Radio</em>, a division of <a href="http://activechristianmedia.com/">Active Christian Media</a>.</p>
<p>2. <a href="www.worldviewweekend.com"><em>Worldview Weekend Radio</em></a>, with Brannon Howse.</p>

<p>- Spent a day doing research at the University of Manitoba. My daughter was there as a my &#8220;assistant&#8221; for the day.</p>
<p>- Spoke at two churches; 1) Lakeside Gospel Chapel in St. Laurent, Manitoba. 2) Neepawa Christian Fellowship in Neepawa, Manitoba.</p>
<p><span style="text-decoration:underline;">Personal:</span></p>
<p>- My son, Scott, passed his Glider&#8217;s Pilot ground exam!</p>
<p>- Started the year off by celebrating with friends and then attending a New Years Day &#8220;Teichrib&#8221; gathering.</p>
<p>- Our family visited with other homeschool families in this region of the province; a very enjoyable time! One evening was a Robby Burns supper, complete with haggis. Yummy!</p>
<p>- January weather was exceptional for Manitoba. Above normal temperatures, even hitting a few degrees above freezing, were welcomed during a month that often has -30 degree ambient temperatures for weeks. We did have a few -30 days. Add the wind, and they had the cutting bite of -45.</p>

<p>H.G. Wells was one of the most influential visionaries of the early twentieth century. His many books, both fiction and non-fiction, inspired multitudes of men and women who, like Wells, looked to a “World State” as the savior of humanity. Although he wrote often of a World State, Mr. Wells&#8217; optimism for the future of mankind waned due to the destructiveness of World War II. Nevertheless, his desire for an &#8220;Open Conspiracy&#8221; &#8211; a movement of organizations and people seeking the establishment of a world collective &#8211; was forefront in his thinking.</p>

			<content:encoded><![CDATA[<p>This is an excellent historical over-view of CIA mind control programs, with fascinating yet disturbing interviews from people who participated &#8211; both from the practitioners point of view and from victims. The admissions in this documentary are important windows into human nature, how elements in the intelligence community operated, and North American social history (including the New Age Movement). Geographical contact points add to the scope of this story, taking the viewer from Washington DC to Ottawa, from the Mazatec area of Mexico to Montreal, from New York to San Francisco to Winnipeg, Manitoba.</p>
<p>One location the documentary producers didn&#8217;t talk about or tape was the Souris Valley Mental Health Hospital in Weyburn, Saskatchewan &#8211; arguably one of the first locations where LSD was experimented with on unwitting patients. (see the January 2011 issue of <a href="http://www.forcingchange.org">Forcing Change</a> and its article, &#8220;Psychedelics on the Prairies,&#8221; for more information on the Weyburn connection &#8211; &#8220;The psychedelic era did not begin in New York. Nor did it get its start in London or Paris. Instead, it began in Saskatchewan&#8230;&#8221;).</p>
<p>This documentary was produced by ABC and aired in 1979.</p>

<p><strong>Professional</strong></p>
<p>- Published the December edition of the <a href="http://www.forcingchange.org">Forcing Change</a> journal. At its core was an extensive &#8220;global calendar of events&#8221; for 2012, highlighting major economic, political, trans-human, and religious events that will influence society in the coming months and years. Each listing included the date, location, title or theme, and a brief description of the event. This was a research intensive edition!</p>
<p>- Was a guest on Derek Gilbert&#8217;s VFTB talk show, and on Brannon Howse&#8217;s Worldview Radio.</p>
<p>- Spent time at the Elizabeth Dafoe Library, University of Manitoba. And I had a research assistant! My 13-yr old daughter accompanied me and was a huge help. After getting over the initial shock of seeing so many books &#8211; the most she had ever seen in one place &#8211; I showed her how the cataloging system worked, and she dove into the stacks and chased down the volumes I needed without any hesitation.</p>
<p><strong>Personally</strong></p>
<p>- Christmas without my mother was&#8230; different (see <a href="http://forcingchange.wordpress.com/2011/10/19/an-extraordinary-woman-eulogy-of-janet-teichrib/">An Extraordinary Woman</a>). But my father did well! We gathered as a family, spent time skating on the river that runs through the farm, lit some good sized fires, did a little-bit of off-road driving, and had a general good time.</p>
<p>- Christmas on my wife&#8217;s side was very enjoyable. Games, visiting, food and friendship; I am truly blessed by the family I have, and that I married into.</p>
<p>- Visited with friends from all parts of the province, and traveled down to south-central North Dakota to see some friends there.</p>
<p>- Spent time chainsawing with my son in the bush by our cabin site; cleaning up dead trees and dragged out logs. It ended with a nice fire to warm our cold fingers, and some hotdogs to chase away the growling in our stomachs.</p>
<p>- And of course, Christmas programs! Both my son and daughter participated in our church&#8217;s Christmas evening, and they produced a short, stop-motion animation for their homeschool Christmas program. The animation centered on the unofficial Christmas truce during the first year of World War I (1914) between German and Scottish/British/French troops.</p>
<p><strong>Reading</strong></p>
<p>- Didn&#8217;t do as much reading as I wanted.</p>
<p>1) Erik von Keuhnelt-Leddihn, <em>Liberty or Equality: The Challenge of Our Times</em> (1952/1992). A critical examination of historical and contemporary views of liberty and democracy/equality. Keuhnelt-Leddihn was an Austrian-born historian and social theorist; and in <em>Liberty or Equality</em> he upheld a monarchist position and Catholic foundation as opposed to democracy and Protestant social structures.</p>
<p>2) Bishops&#8217; Ludwig Muller and Weidemann, <em>The Germanisation of the New Testament</em>, edited by H.C. Robbins (1938). This brief document contains major excerpts of Nazi-rewritten sections of the New Testament. For myself, reading this is part of an ongoing quest to better understand the worldview of German National Socialism.</p>
<p>3) James Rollins, <em>The Last Oracle</em>. Sometimes a person needs to pick up a piece of fiction&#8230; what makes Rollins&#8217; work interesting is that he weaves historical elements into his plot.</p>
<p>4) Charles B. Seib, <em>The Woods: One Man&#8217;s Escape to Nature</em> (1971). A short, light read of Mr. Seib&#8217;s struggle to build and enjoy a cabin-in-the-woods as a get-away from the bustle of newspaper life in Washington DC.</p>

<p>Although David Dyck and I are related, it wasn&#8217;t until we met at a conference in Winnipeg a number of years ago that we finally connected as family in a meaningful way. Since then, Dave and his wife Cathi, and their children, have become exceptional friends. All of the family are gifted musicians, all are solid individuals &#8211; right down to the youngest (don&#8217;t confuse being <em>solid</em> with being <em>safe</em>), and all are fun to be around. When I started developing the idea of producing the <em><a href="http://www.forcingchange.org">Forcing Change</a></em> journal, I sought Dave and Cat&#8217;s input.</p>
<p>Dave and Cathi head up the <a href="http://westmanbibleconference.ca/">Westman Bible Conference</a>, and formed <a href="http://scitascienda.com/"><em>Scita&gt;Scienda</em></a>, &#8220;a fellowship of rogue scholarship.&#8221; Cat is an author and freelance writer, and hosts <a href="http://scienda-editorial.com/">Scienda Editorial</a>, an authorship service that includes manuscript critique and evaluation, editorial services, and mentoring. Her clients have received awards and significant nominations. She&#8217;s also the managing editor of <em><a href="http://sciendapress.wordpress.com/">Scienda Quarterly</a></em>.</p>
<p>Dave works at a large plant in a neighboring city, but his real &#8220;work&#8221; interests revolve around his projects: Biodiesel, truck building, home renovations, and all things mechanical. And sailing. Indeed, the whole Dyck family loves the exhilaration of running the wind in their 23-footer, and their oldest son has demonstrated real potential in the sport. And yet, they live in the wide-open prairies of Manitoba, where winter shuts down all things sailing&#8230; except the Dyck family.</p>
<p>Therefore, it gives me great pleasure to post a video of Dave&#8217;s inaugural run on his homemade ice-boat, which was constructed&#8230; in the living room.
